First Bylaw of Municipal District of St. Stephen protects rural residents from bylaw expansion.

Bylaw #01-23 will ensure that current Town of St. Stephen bylaws do not automatically extend to into the rural areas on January 1st, 2023. Any such bylaw must be reviewed by the Municipal District Council and deemed appropriate prior to implementation in the rural areas.

BY-LAW: MDSS 01-23

A BY-LAW RESPECTING THE IMPLEMENTATION OF EXISTING BY-LAWS FOR THE COMMUNITIES FORMING MUNICIPAL DISTRICT OF ST. STEPHEN

PURPOSE: A By-law of the Town of St. Stephen, in the Province of New Brunswick, for the purpose of amending the by-laws of the Town of St. Stephen joining with unincorporated areas to form Municipal District of St. Stephen.

WHEREAS: The Minister of Local Government and Local Governance Reform may make or amend by-laws of a restructured local government as per An Act Respecting Local Governance Reform, section 11(2).

BE IT ENACTED by the Minister of Local Government and Local Governance Reform as follows:

1. As of January 1st, 2023, by-laws in the former local government of Town of St. Stephen, will exclude the former unincorporated areas in the new local government of Municipal District of St. Stephen.

1.01 Only after Council has reviewed and deemed appropriate for the former unincorporated areas in the new local government of Municipal District of St. Stephen will they be enforced or until such time that the by-law is amended or repealed and a new one adopted.

2. EFFECTIVE DATE

Given under the hands of the Transition Facilitator, on behalf of the Minister of Local Government and Local Governance Reform, on this 21st day of October, 2022.
