Notice of Hearing Under the Municipal Capital Borrowing Act
NOTICE OF HEARING 
UNDER THE 
MUNICIPAL CAPITAL BORROWING ACT 
Notice is hereby given that on Monday, the 13th day of April, 2026 
at Marysville Place, 20 McGloin Street, Fredericton, New Brunswick, 
the Municipal Capital Borrowing Board will hear the application of 
the Municipal District of St. Stephen at 2:25 pm for authorization 
to borrow money for a capital expense as set forth in subsection 
4(1) of the Municipal Capital Borrowing Act: 
Transportation Services 
Street resurfacing -various 
$5,250,000 
Objections to this application, if any, may be filed in writing with the 
Secretary of the Municipal Capital Borrowing Board, DELG, P.O. 
Box 6000, Fredericton, New Brunswick, E3B 5H1, or may be 
presented orally to the Board at the time of the hearing.

2. BYLAW 03-26 – BUSKING AND STREET PERFORMANCE BYLAW
3. BYLAW 04-26 – TRANSIENT TRADER BYLAW
4. BYLAW 05-26 – REMUNERATION OF COUNCIL BYLAW
5. BYLAW D-2 – DEVELOPMENT INCENTIVES BYLAW
Local Governance Act Authorization Section 15(3)
Instead of being read in its entirety, a summary of a by-Law may be read if
a) a notice has been given in a manner specified in Section 70, twice a week for two weeks, that
i. describes the proposed by-law by title and generally by subject matter,
ii. states that the proposed by-law may be examined
A. In the office of the clerk during regular office hours, and
B. on the local government’s website, if the local government has posted it on its website;
b) at least 14 days have elapsed between the day on which the notice is first given and the day on which the by-law is to be read for the third time by title; and
c) no member of council objects.

1. BYLAW 02-26: A Bylaw Regulating Food Trucks in the Municipal District of St. Stephen.
2. BYLAW 03-26: A Bylaw Regulating Busking and Street Performance in the Municipal District of St. Stephen.
3. BYLAW 04-26: A Bylaw Regulating Transient Traders in the Municipal District of St. Stephen.
4. BYLAW 05-26: A Bylaw Respecting the Remuneration of Council for the Municipal District of St. Stephen.
5. BYLAW D-2: A Bylaw Respecting Development Incentives for the Municipal District of St. Stephen.

COUNCIL OBJECTION
No Councillor objects to the posting for reading by title for Second and Third Reading of Bylaw 02-26, 03-26, 04-26, 05-26, and D-2, which are scheduled for Wednesday, April 22, 2026, at 6 p.m.
